Durham police are investigating a shooting and stabbing on North Austin Avenue this morning. Coming up, I'll show you just how large this crime scene was. And another day with intense heat, we have a heat advisory. I don't feel like one 10 this afternoon, but not much longer. I'll show you what's going to bring us some cooler temperatures later in the week. Plus a new running bait for former President Trump and his first public appearance since Saturday's assassination attempt. What's in store for day two at the Republican National Convention? And what your child is allowed to bring to school could change the push today to ban cell phones in Wake County public schools. This is the screen we want you to pay attention to your TV screen. Thanks for joining us. I'm Renee Chu. - And I'm Jeff Hogan. Thanks for making us part of your Tuesday hairs. We get started. Sunrise on the way, another hot day on the way. Those feels like temperatures. Elizabeth Gardner and the W.R. and Severe Weather Center. Nothing to mess around with. Again, we hit under 12 yesterday. - Yeah, that was the heat index yesterday. It could easily be very similar today up to 110 in some parts of the viewing area. Another heat advisory. So the second one within two days and even Sunday our high was 100. We hit 101 yesterday, probably gonna be around 100 again today. But the heat index, likely to be 107 to 108 in the triangle and could be up to 110 down in some of our southern counties. This is a live look outside. We do have some cloud cover that we're waking up to, mainly because of the amount of moisture in the atmosphere. Our dew points wait up at 72. So it's a very sticky start this morning with the temperature in the upper 70s. I'm looking at mid to upper 70s really across the viewing area right now. We do have a small chance for thunderstorms later this afternoon, but that chance goes up a little bit forward tomorrow. We actually have a level one risk for tomorrow. I'll walk you through the timeline coming up. But one more day, well, even tomorrow is gonna be fairly hot too. Don't get me wrong, but 104 today, hopefully that's the last triple digit day that we'll see this weekend. - Hopefully it's 601 at Elizabeth. A quiet start to you morning commuter on the capital city this morning, the Beltline 40 of moving nicely that you can see from the sensors. Similarly in Hillsborough, Durham, Chapel Hill, all the major routes, I-85, 85, all flowing nicely this morning. Let's go ahead and take you outside and give you a live look at the Beltline this morning. There's a camera view from I-440 and capital Boulevard delay free at this hour. - Ken, thanks. Breaking news, a shooting and stabbing around 2 a.m. in Durham. Officer shut down part of North Alston Avenue for hours as they investigated. Nick Perlin is in the W-R-A-L breaking news tracker at the police department. And Nick, we know the crime scene covered a large area. - Renee, that crime scene did clear out around for this morning, but I do want to get you to this video from the W-R-A-L breaking news tracker just to show you what we're talking about here. You can see that crime scene very large around North Alston Avenue and Liberty Street. You can see evidence markers here scattered throughout the road, as well as investigators taking pictures of this crime scene to try to gather more information. Now, we do know Durham police are investigating a shooting and a stabbing, but at this point in time, I'm still trying to learn how many people were involved. And of course, how many people were hurt. I'm going to keep pressing for more information with Durham Police, and as we get new information, I'll be sure to update you. Live in Durham, Nick Perlin, W-R-A-L news. - The Republican National Convention resumes today. The focus for day two will shift to immigration. Opening day included the first public appearance from former President Donald Trump since he survived that attempted assassination. Saturday, you see the injured ear there with the bandage on it. He was greeted with chance of fight from the crowd. Trump appeared alongside his new running mate, J.D. Vance. And Congresswoman Marjorie Taylor Greene spoke early in the night followed by Senator Tim Scott and Virginia Governor Glenn Yunken. President Trump is expected to speak Thursday. Michelle Makanaki has an eye on all of this from the W-R-A-L live center. Michelle, what's on the schedule today? - Yeah, Jeff, looking live right now in Milwaukee, day two of RNC will happen today. Tuesday's theme will be make America safe again. We're hearing from Donald Trump's son, Donald Trump Jr. He reacted to the assassination attempt on his father's life. Take a listen. - Listen, he got shot and five seconds later, he's up, defiant and fighting back. That's what he's going to bring to our country. That's going to bring the resolve that we need on a world stage. So we could stop the wars, that we could start bringing our economy and growth, the jobs back. That's exactly what we need. So it's not that he's processing it over 48 hours. He was back in the game in five seconds. - Again, day two happening today in Milwaukee. With speakers, we'll focus on supporting law enforcement and also securing the southern border. Everything expected to get started at 5 p.m. - And there'll be many more people speaking at the RNC over the next two days. You can find a full list of events on WRAL.com. - President Biden sat down with NBC's Lester Holt for a one-on-one interview last night as the RNC was happening. Here's the president's response when asked about the Secret Service. - You have confidence in the Secret Service. Do you feel safe? - I feel safe as the Secret Service, but look. And you saw what the, what we did see was the Secret Service who responded, risked their lives. - You responded. They were ready to give the election to the president. The question is, should they have anticipated what happened? Or should they have done what they needed to do to prevent this from happening? That's a question, that's an open question. - Biden also said that it was a mistake to say he wanted to put a, quote, bullseye on Trump, but argue that his rival's rhetoric is a real problem. - Democrats are planning to speak about Project 2025 in Milwaukee this morning. Project 2025 is a 900-page policy written by Trump allies in anticipation of a second term. The plan would dramatically overhaul the tax code and create strict abortion restrictions and change many government programs. Members of the DNC will talk about Project 2025 and its implications this morning at 9 a.m. - We're learning more about the investigation into former President Trump's attempted assassination. Here's what we know now. The FBI says technicians are working 24 hours a day on the shooter's cell phone and laptop. They gained access to Thomas Crook's phone yesterday. The House Oversight Committee has formally requested documents from the Secret Service as it investigates the assassination attempt. The committee plans to hold a hearing next Monday. Crook's former high school counselor told NBC that he was, quote, "flabbergasted," it was him. The counselor says Crook's was quiet, intelligent, and he never got a call from a teacher about behavior problems. (air whooshing) And happening right now in the WRAL Live Center, following some breaking news and Raleigh, a massive fire on Donald Ross Drive. We have Sky5 over the scene right now. I want you to look at the damage to this building here. Again, this is on Donald Ross Drive. Several first responders on scene, that fire, appears to be out, but things are still smoking, so they're still putting water on this fire. There was a fire there last night as well. This is the second time that fire crews have been called out to this scene. We saw many people standing across the street. They had to evacuate everybody out of this building. Again, this is the second time this structure is burning since last night. A firefighter was taken to the hospital for heat-related injuries. We do not know if anybody was inside this building at the time of the fire, but again, Sky5 zooming out a little bit. You might see people standing across the street. They have evacuated everybody out of this. It appears to be apartment buildings. You see there's a lot of stuff in the yard here. On the second call came in around 514 this morning for the second fire. You can see the people standing right across the street at the top of your screen here. We're working to get more information. As soon as we have that, we'll bring it to you from the Live Center. - Covering Wake County. Your child's classroom may soon look a bit different. A group is making a new push today to ban cell phones inside Wake County Public Schools. W.I.O. is Laura Levine joins us live from Wake County Schools headquarters in Cary. Laura, this proposal comes as some Raleigh leaders and parents worry about cell phone use and it's effect on mental health and academic issues. - Jeff, you can expect this to be a big talker during today's school board meeting here behind me now. If you have a smartphone, you know that the notifications come in about the amount of screen time you use. Well, these concerned parents sell us that that percentage is much higher for children, especially during school hours. So members of this group who are presenting this idea today includes a former counsel woman, Nicole Stewart, a family doctor, and others. They're expected to request a district wide ban at today's meeting. The group is worried about mental health and academic issues stemming from mobile device use. Several counties in North Carolina have already issued one of these bands, if you will, and feedback in those counties indicate students are paying more attention in class. - If you've got three kids who are on their phone in the classroom, it's distracting the class. And those children's grades are going to suffer. So the best way to think about this is it's a collective action issue. And if we all do it together, we can all stand hard together, firm together as parents, and do the right thing for our kiddos. - Currently, Wake Schools lets individual schools determine cell phone policies and enforcement. Many schools ban them from being used in the classroom. However, that policy really is different school from school. So the school board will meet at 5.30 tonight. They're not expected to take any action on this, just a discussion. Laura Levine, WRL news, live and caring. - New Title IX regulations will mean changes to Wake County school policies on sex-based discrimination. Later today, the school board will consider several language changes, and those include clarifying Title IX complaints, don't have to be written down, and also updating the district's investigative processes. - The Biden administration has approved new rules implementing the law that go into effect August 1st. The ban, the law, the ban's sex-based discrimination at educational institutions that receive federal funding. - Hundreds and thousands of people are still without power a week after barrel ripped through Texas. The drastic measures the energy company there is doing to try and get the lights back on in this extreme heat. - Plus, we now know who former President Trump chose as his VP pick, what we know about Ohio Senator J.D. Vance. - And triple digit heat, one more day, but notice this big drop. (upbeat music) - 613 and yes, we do have another heat advisory and our forecast for today, starting at noon, last until eight o'clock it could feel like a 110. The purple area is an excessive heat warning and we were under that for parts of the viewing area yesterday, officially at RDU. It felt like 112 at the hottest point of the day. Today, cooler, feeling like 107 to 108. You know, I'm sorry, I'm just joking about it, but we are looking at potential for another very hot day tomorrow and then everything changes and we'll see much cooler temperatures. There's a small chance for thunderstorms for today but that chance does go up a little bit tomorrow and we have a level one risk for severe storms and we'll walk through that coming out. Nice to you here in Goldsboro this morning, we're seeing mostly sunny to partly cloudy skies as we get through the day today, temperatures heading out the door in the mid 70s. And having it now in the W-R O traffic center, quite start to your morning commute. Nothing but green showing up on all a major thoroughfarers this morning. Let's go ahead and give a look at the outside of the Beltline. This is a look at I-440 and Lake Buncho traffic flowing nicely in both directions and Jeff will have another update in less than 10 minutes. - Look forward to it again, thanks. There are almost 150,000 customers in Texas, still without power, now more than a week after barrel, ripped through that part of the country. And the energy company in the city says 14,000 crew members are working 16 hour shifts to restore power to families across that area. Now the Texas Public Utilities Commission has initiated an investigation into the company's response. The governor threatened to issue an executive order to force the company to improve the reliability of its equipment. - A federal judge has dismissed the classified documents case against Trump, but it's already being appealed. Judge Aileen Cannon said the appointment of the special counsel in the case, Jack Smith violated the constitution. She used an argument laid out by conservative Justice Clarence Thomas in a recent Supreme Court ruling. Smith had charged the former president a mishandling top secret documents after leaving the White House. Last night, a spokesman for the special counsel's office said the Justice Department has approved plans to appeal. - Trump picked Ohio Senator J.D. Vance to be his new running mate. Vance is 18 months into his first term as U.S. Senator. He's a military veteran who was deployed to Iraq. He went to Yale Law School, wrote a best-selling memoir and then set his sights on politics. Vance is largely aligned with Trump's political beliefs like opposing abortion rights and aid for Ukraine. Last night, the Biden campaign blasted the nomination, releasing a statement that reads in part, Donald Trump picked J.D. Vance as his running mate because Vance will do what Mike Pence wouldn't do on January 6th, bend over backwards to enable Trump and his extreme MAGA agenda. - If they win, Vance would be the third youngest vice president in history. - Today marks 25 years since the death of John F. Kennedy Jr. on July 16th, 1999, a plane piloted by Kennedy crashed into the Atlantic Ocean near Martha's Vineyard, killing him, as well as his wife, Carolyn Bessette Kennedy and his sister-in-law. Growing up in the spotlight, JFK Jr. was born just days after his father was elected president. The American people watched closely as he grew up and became a lawyer and started a political magazine. This morning, a look at a new book of stories and memories from John's closest friends. - Why does he still live in the American memory? - He was the symbol of hope after that horrific tragedy. This country sort of surrounded him and in some ways felt like they were taking care of him for the father he didn't have. - NBC correspondent Anne Thompson sits down with JFK Jr.'s former assistant to talk about his enduring legacy. You're all just Elizabeth Garner in the W Royal Severe Weather Center with the beautiful color in the sky and of course the heat returning in once again. - Yes, I'm a fan of forest bathing myself as well, but to that point, today's not a day to do that. Later though, in the week, the problem is once our temperatures fall, a lot of that's gonna be because we're gonna see a whole lot of rain. So we're gonna walk through that right now. We'll take first a live look at what's happening around the area, Goldsboro, looking partly cloudy, seeing some cloud cover and apex, that they're in Chapel Hill, courtesy of top of the Hill restaurant. And of course, look at our newsroom there in Fayetteville. All right, so the next front rolls on in here on Thursday and ahead of it on Wednesday, we'll start to see a little bump up in our chance for scattered thunderstorms. Localized flooding possible, especially for Thursday and Friday, possibly into the weekend as well, but Thursday and Friday right now look like the days that we'll see the heaviest rain. The front here is coming through the Midwest, a little bit earlier in the newscast. We saw some video of some damage that was done in Iowa. That front will drop southward. We're not likely to see widespread severe storms, but we are likely to see a lot of rain out of the system. First off, today, we'll pause it there at four o'clock and you can see just a handful of showers and thunderstorms. And then again, for tomorrow as that front gets a little closer to us, we may end up seeing a little bit of a line, that's Wednesday morning and we'll pause it there at one o'clock. And then again, around the middle of the afternoon, around five o'clock. And you can see that line of thunderstorms that develops. And that's one of the reasons that we have that level one risk for tomorrow when damage would be our biggest threat. Let's take a look at that from the triangle area northward is where we have that level one risk for severe storms tomorrow. And again, when damage would be. The big thing that we'll be watching for. We jump ahead to Thursday afternoon. The front is stalled over us at that point. And you can see the yellow color contours. That's where the heavy rain is. That continues really into Friday and Saturday. And our chances for rain just continue to grow. Watch the color contours here. The red along the coast spreading inland as we get through the next few days, especially when I say next few days. Thursday into early next week. It's a 60 to 70% chance of rain every day starting Thursday. And those red color contours are up to four inches of rain. We do have a flooding risk on Thursday. It's a level two risk. If you remember last Friday, all that heavy rain that we saw, we had a level two risk. And parts of the viewing area down to the south and east are in a level two risk again on Friday. How much rain? As much as three to four, maybe even some pockets of five inches, but spread over the five days. Again, we're likely to see that rain starting on Thursday, heavy at times continuing into Monday. Look at those temperatures though. It is going to be so nice to have that break with those highs in the 80s. So that's what we will enjoy. But we're not quite there yet, Ken. Another triple digit day for today. So just take it easy out there one more. And we're looking forward to those 80s. Ooh, and here's something you can look forward to this morning. Nothing but free and clear this morning, particularly in the capital city, at the Beltline 40 this morning, just flowing nicely in both directions. Let's take a closer look at Durham Hillsborough Chapel Hill similarly, all the major routes of delay free this morning. Let's go ahead and take you outside and show you I-40 and airport Boulevard. And I'm going to give you maybe a flight in the next couple of hours, getting ready to head to the airport. Free and clear this morning.
