Breaking news this noon, a major victory for the Biden administration. The Supreme Court rules the White House can pressure social media companies to remove posts that the government deems problematic. And today is the WRAL Weather Alert Day. We have a heat advisory that is in effect now. I'll walk you through the heat index hour by hour as we get through the afternoon. MUSIC Plus, time is of the essence. That's a message from child care providers and parents. We're live with today's effort to press state lawmakers to fund state-wide programs and... MUSIC Dangerous heat can not only have an impact on you, but your vehicles as well, causing some major problems just ahead. We hear from mechanics about what they're dealing with as summer travel kicks up. We'll get to the breaking news on the Supreme Court ruling in just a moment, but first today is a WRAL Weather Alert Day here, and it is in effect with a heat advisory. Good afternoon to you. I'm Jeff Hogan. And I'm Renee Chu. Thanks for joining us. Temperatures are already feeling like triple digits in some parts of our area. This is a live picture of Carolina Beach, where a lot of folks have already staked their spot. The coast is not under a heat advisory, but solidly in the 90s right now. Meteorologist Alyssa Gardner is on the WRAL Weather patio with an hour by hour look at our dangerous heat. Yeah, let's take a look at where we're sitting right now. It already feels like 104 in the triangle area. My goodness, and it is 96 degrees right now. So our temperature has really been climbing fast, hottest in the triangle right now of all the towns that we have on this map. It's 92 in Southern Pines, but it feels like 104. It's 90 in Fayetteville, feeling like 100. It feels like 104 in Clinton, 102 in Goldsboro. It feels like 111 in Rocky Mount right now when you figure in the heat index. That heat index 102 in South Hill and 91 in Roxborough. So it's so much more humid out here than it was this time yesterday. Our dew points are really high. So a weather alert day is for that heat advisory. We're going to see it feeling like up to 106 already feeling like 104 in the triangle. So much of the viewing area is going to feel like 105 to potentially 110 in some places. We take a look at hour by hour and you can see that it really looks like it's going to be a very hot afternoon. Take a look at the WRL Gardens that we've got sprinkler. You might be able to hear that we've got sprinklers going. It has been really dry as well. And so you need to really watch your lawn, watch your garden if you've got vegetables in it. Dew point 71 right now, so that puts us over on the monkey, the tropical side. And 96, of course, is our temperature hour by hour. We're going to see a high of 100 degrees this afternoon for the second time this week. And then we'll see some cooling once we get past sunset. We have no rain chances for today, but for tomorrow we have the potential for some scattered showers and thunderstorms and a level one risk for severe weather coming up. We'll talk about the timeline for storms tomorrow. Breaking news this noon. The Supreme Court passed a ruling that allows the White House to press social media companies to remove disinformation. This move comes in. It means that the FBI can push social media platforms to take down any content the government views as misinformation. It also means posts can be flagged to social media companies like Facebook and X that are believed to be the work of foreign agents trying to impact this year's presidential race. The Biden administration has been trying to get social media companies to take down posts about vaccines, the COVID-19 pandemic and the 2020 election among other topics. And happening right now in the WRA live center, more breaking news. The Supreme Court also struck down part of a federal anti-corruption law that actually makes it a crime for state and local officials to accept gifts from a donor who had previously been awarded contracts or other government benefits thanks to that official. The justice is overturned the conviction of a former Indiana mayor who asked for and took a $13,000 payment from the owners of a local truck dealership after he has helped them win a million dollars in city contracts. The justice has said the officials may be charged and prosecuted for bribery but not for simply taking money for past favors if there was no proof of an illicit deal. Michelle, thanks. Right now, childcare providers, parents, community groups are rattling outside the General Assembly. Time is running out for state lawmakers to address funding for childcare programs at facilities across the state. WRA's Destiny Patterson is live in downtown Raleigh where groups are voicing their concerns. Destiny. Ray, just in the last few minutes, all of those demonstrators went inside of the doors of a legislature to make their voices heard inside of the building. They're calling to get state funding to fill gap for COVID-era funding for childcare. Hundreds of millions of dollars in aid for childcare centers across North Carolina will come to an end on July 1st. So that is just a couple of days away. We heard from multiple providers out here today calling for state lawmakers to take this as a serious issue. And as some of the things that they're focusing on, hundreds of childcare businesses they say are at risk of closing down. Industry insiders and advocates say unless the state government steps in to replace some or all of that federal money that was approved, those are some of the things that we could see happening here. Congress didn't renew that federal funding which will run out again at the end of June. Meanwhile, house lawmakers are currently in a meeting right now and they're expected to unveil a bill today to provide temporary aid and partial funding for childcare. And so we should see some development there but it won't be all that the providers are asking for. We'll continue to update you as we get more information here and we'll follow along on that meeting. Destiny Patterson, W.O.R.L. News, Raleigh. Today the state house could vote to override three vetoes issued by Governor Cooper. One bill he vetoed would have outlawed wearing cloth masks in public and change campaign finance laws. Another would automatically move 16 and 17 year olds to adult court for violent felonies. The third bill would allow the billboard industry to cut down more trees. Some people who drive through Johnston County had to find another route after an early morning crash involving a dump truck. W.R.L.'s Nick Pirlan spent hours on the scene in the breaking news tracker searching for the cause. This stretch of Cleveland road has been closed all morning after this red dump truck you see right here knocked down utility lines early this morning. Now take a look at this video from the W.R.L. breaking news tracker and you can see those utility lines scattered near the road and knocked over. This happened at around one this morning where told the dump truck had the bed of its truck up and ended up hitting those power lines. The Johnston County Sheriff's Office has had this road closed throughout the entirety of the morning. Right now crews are working to repair those utility lines. We're still trying to figure out when this stretch of Cleveland road will be reopened. But in the meantime there is a detour on technology drive in Johnston County Nick Pirlan W.R.L. news. Firefighters rescued a person from a burning home in Durham. They were called to the home on Hickory Glen Lane right near NC 98 around 1 a.m. Three people were inside that home in Durham when the fire broke out. This is video from the W.R.L. breaking news tracker of firefighters on the scene. The fire started around one o'clock at this home. Hickory Glen Lane again. Two people were sent to the hospital one with severe burns. There is damage in the kitchen and throughout the rest of the home. But crews were able to control that fire in seven minutes. The cause is under investigation. Extreme heat like what we'll experience today isn't just tough on our bodies. It can also take a toll on how well your car runs. W.R.L's Laura Levine reports what you need to know to get ready for your big holiday road trip. Mechanics here at Mission Valley tell us they stay busy year round. But when the temperatures rise so does the number of their customers. We have this temp gun here to show you just how hot our car is currently. You can see at 96 degrees. But it's all of this trapped heat under the hood that could really kill your battery. What you working on right now? Chrysler Town and Country minivan. Changing out the battery. A mechanic here at Mission Valley tell us extreme heat makes every part of your car work harder. Just the water and the cells and the battery just the heat put stress on them. The heat can affect the chemical process inside the battery making it difficult for it to hold a charge and produce power. A weak battery could leave you stranded on a hot day and the high temps could also flatten your tires. You know, just go to wherever you get your car serviced and tell them you want a trip check. You know, check your all your fluids, check your coolant old, check your tires, tire pressure. With holiday travel coming up, AAA agrees this is a must. The auto group expects to rescue nearly 800,000 stranded drivers during the 9-day holiday period because of heat-related car issues. Triple digit heat. I mean, that's just up. I mean, that's bad enough already. And then add to the fact that we're talking about even holiday travel. If you get stuck on the road during college travel, you're going to have more and more vehicles on the road. It's going to take, you know, us. It's going to take rescuers longer to get to you. Keeping a well-stocked emergency kit in your car with plenty of drinking water is key, but you can avoid this problem altogether by getting your car checked sooner than later. Laura Levine, WRL news in Raleigh. Six states, including North Carolina, will share a $1 million settlement with Verizon over 911 call outages. The outage occurred in December 2022 and lasted for an hour 44 minutes. During that time, hundreds of people were not able to reach 911 on Verizon's wireless network. The FCC says Verizon violated rules by failing to deliver those 911 calls. Verizon will put a plan in place to make sure this doesn't happen again. We are now exactly one month away from the start of the 2024 Paris Olympics. Final preparations are underway to help welcome athletes from all over the world, including here in North Carolina. Historic venues are being transformed into Olympic once, all across Paris. Coming up in our next half hour, we'll show you how Olympic organizers are working to cut their carbon footprint. Next at noon, the first-ever debate between a current president and former president. The directions it could take tomorrow night end up potential. Good posture is essential to good health. Granger, for the ones who get it done. Tomorrow, President Joe Biden and former President Donald Trump will square off in the closely watched presidential debate of the 2024 election. It's been highly anticipated. One of the first debates between the two. NBC's Gabe Gutierrez shows us we could also learn who Trump's running mate could be. This morning, a day before the historic debate between President Biden and former President Trump, there are new signs the Republican ticket could be set faster than expected. We'll make a decision fairly soon, and I think people will be very happy with this decision. Four sources familiar with the situation tell NBC News there have been high-level discussions about moving the timeline for announcing Trump's pick for Vice President to as early as this week to make a splash. Among the top contenders, North Dakota Governor Doug Bergam and Senators J.D. Vance and Marco Rubio, all expected to be here in Atlanta for Thursday night's debate. All at some point have criticized their possible running mate. Bergam, last year as a presidential candidate, said he wouldn't do business with Trump. I just think that it's important that you're judged by the company you keep and I just wouldn't do business with him. No, I wouldn't. This was Vance back in 2016. I'm a never-Trump guy. I never liked him. And this was Rubio in 2016 when he ran for President against Trump. What we are dealing with here, my friends, is a con artist. Ahead of the debate, Trump and his allies are ramping up their attacks on President Biden, accusing him without evidence of planning to use performance-enhancing drugs tomorrow. Hey, he'll come out all jacked up, right? All jacked up. The Biden campaign firing back, saying Donald Trump is so scared of being held accountable for his toxic agenda that he and his allies are resorting to desperate, obviously false lies. Meanwhile, President Biden's team is trying to win over moderate Republican voters announcing overnight the endorsement of former Illinois congressman and frequent Trump critic, Adam Kinzinger. It's because of my unwavering support for democracy that today, as a proud conservative, I'm endorsing Joe Biden for reelection. Also, this morning, results from closely watched House primaries. Overnight, Jamal Bowman, the controversial progressive Democrat from New York, a fierce critic of Israel, losing his race. While in Colorado, outspoken Trump's supporter, Lauren Boebert, winning after switching districts. President Biden, former President Trump, will square off in that first presidential debate of this election cycle hosted by CNN. It's happening tomorrow night, 9 o'clock. You can watch it here on WRAL. And happening right now in the WRAL Live Center, following some breaking news, we brought you at the top of the hour talking about the child care providers and parents at the General Assembly advocating for state lawmakers to address funding for child care programs. We did have a live shot. Our photographer was there, videoing people actually being arrested. They have since told us we cannot be there anymore, but hundreds of millions of dollars in federal aid for child care across North Carolina will come to an end on July 1st. This is some breaking news. As soon as we get any more information on this, we'll bring it to you from the Live Center. Today, state election officials will decide if there will be more names other than Joe Biden and Donald Trump on your presidential ballot. The presidential campaigns for third party candidates, Robert F. Kennedy Jr. and Cornell West have petitioned to get on the ballot here in North Carolina. State officials need to verify that they have enough signatures from voters around the state showing their support. We'll let you know what happens when the state board of elections meets at four this afternoon. The heat wave we are seeing is reaching beyond here in North Carolina. The Centers for Disease Control and Prevention says more people are going to the hospital with heat-related illnesses in the Northeast, Mid-Atlantic, Midwest, and Mountain West. These areas are seeing 80 to 90 degree temperatures. Health leaders say these regions just aren't used to that and aren't designed to deal with that type of heat. This means not every building has air conditioning there and people's bodies aren't used to the higher temperatures. Meantime, the CDC also says there's an increased risk of dengue fever here in the U.S. Dengue fever is spread by mosquitoes in warm and humid environments like Latin American countries. Health leaders are asking doctors to monitor patients for signs of a fever if they visited that region recently. If you're traveling there, the CDC recommends staying in air-conditioned places. Use insect repellent and wear long sleeves and pants. If you have the bug spray, you want to have the sunscreen as well as sunglasses and also water, meteorologist Elizabeth Gardner, on the WRA weather patio where it is already feeling like triple digits. It's crazy. What a huge difference from yesterday. We were standing out here yesterday and the dew points at lunchtime, like right now, had dropped to 58 degrees. I was jumping up and down. And of course, now it's in the 70s. The temperature is not that much different, but boy, the amount of moisture in the atmosphere makes a huge difference. And that's why we have a heated advisory for today. It just makes it feel so hot. So we have that heated advisory for most of the viewing area feeling like at least 106. Of course, when we took a look at where our heat index was, we're already at 105 in some places, 110 up around Rocky Mount right now. It's a beautiful view in the garden. We were standing here a minute ago and it was completely still and the breeze just picked up. You had to see the skirt of my dress moving around a little bit. 96 is our temperature. We have a Southwest wind at eight miles per hour and it's that Southwest early wind that's starting to kick back up. That's bringing in all that tropical moisture. Yesterday, our flow was coming out of the Northeast. It was a slightly drier air mess. It felt more comfortable. That's what we were not under a heated advisory. And today we are with the bump up in the amount of moisture. So here it is. Our forecast high, 100 in Durham and Raleigh, 99 in Roxborough, 101 in Fayetteville. And that's just the temperature. If we hit 100, we'll see the second, it'll be the second 100 degree day this week. And we normally, we average 100 degree day of the entire year. So this is definitely an unusual heat wave that we're seeing. The average first 100 degree day of the year is July 13th and the average last one is July 30th. Usually a fairly small window average, late July, we might see 100 degree day. But here we are, not even to July yet. We're probably going to knock off two of them right now. The latest October 3rd, I remember that year. That was not pleasant in October. The summer was okay. But we had that last heat wave right there in October. It's crazy. 71 is our due point. So that puts us right up there at Tropical. And we're going to be there most likely all the way through next weekend. So what it feels like outside right now is what it is likely to feel like, you know, all the way into the weekend with some subtle differences. The temperature looking at 100 for today. The due point tomorrow will be high as well as Friday, Saturday and Sunday. So we're going to keep it in the triple digits. Tomorrow, the temperature is a little cooler because we'll have some clouds. We'll have a few showers and thunderstorms. But then we jump it back into the mid to upper 90s on Saturday and Sunday. And the heat index will be back around 107. So we'll watch us Saturday and Sunday, potentially for the next days that we might have a heat advisory. After today, it's not likely on Thursday and Friday. But we will have the potential for some scattered showers and storms. We actually have a level one risk in our eastern counties for tomorrow. So coming up in a few minutes, we'll take another check of where we're sitting with our heat index. And I'll show you when we can expect some showers and thunderstorms tomorrow. Elizabeth, thanks. Wake County officials are taking new modern measures to help save lives during extreme heat. Tonight at 6, W-R-E-L's Eric Miller goes behind the scenes to show us how a body bag can save lives. Also today at 4, 500 signed shares recalls from this month that include many vehicles and batteries. Plus the biggest recall of a popular children's tour. Still ahead this noon, it's a no. Auto dealers will be dealing with system outages a while longer following a cyber attack. And a judge turns down a deal between credit card companies and retailers over swipe fees. Those are among today's headlines with Mayor Bill Aber. A new twist in the battle over the swipe fees retailers pay when customers use their Visa or Mastercards. A federal judge has rejected a $30 billion settlement between merchants and the credit card companies. The agreement was aimed at resolving a lawsuit brought by retailers over the fees, which can be as high as 4% of the transaction. Visa and Mastercard had agreed to lower the fees to settle the issue, but the deal needed court approval, and the judge is rejecting it likely means that credit card companies will need to make additional concessions to merchants. Volkswagen plans to invest as much as $5 billion into electric vehicle maker Rivian. VW is putting $1 billion into the company initially with plans for another $2 billion investment, and Volkswagen will invest an additional $2 billion into a new software company to be owned by the two automakers. The software developed will be used in EVs made by both companies. The move gives Rivian a much-needed cash infusion for VW. It helps boost their software unit, which has been dealing with quality issues. CDK Global says system outages for auto dealers are expected to continue at least until the end of the month. The company was hit by a cyberattack last week that resulted in outages affecting nearly 15,000 auto dealerships. CDK software is used by dealers for a variety of tasks from managing schedules to keeping track of sales and financing. The company says it's making progress restoring its systems. Bloomberg previously reported that CDK was negotiating with the hackers, who were said to be demanding tens of millions of dollars in ransom. And those are your business headlines. Granger, for the ones who get it done. I'm going to start the 12/30 half hour here with breaking news in the WRA Live Center. Right now, we are seeing images from Berrydale Drive in Fayetteville. We are learning that there is a large police presence outside the home of a Vontay Devon. This is the person who is the adoptive mother for Blake and London Devon. Both will be adults now with Blake 2018, just a month ago. So, WRAL has reached out to Fayetteville Police to try to get more information with this. But I want to show you more video from the scene that we've seen today. These are the pictures of the two people who are missing. In the video, you can clearly see there's the police response there. At one point, we saw an animal control vehicle as well. There was, at least, appear to be cats that were being taken away. You can hear the meowing, but also, you see that tow truck right there. That vehicle was towed away from the location. So, right now, we're trying to get more specifics from Fayetteville Police. I have reached out trying to get confirmation what specifically is going on here. I have also reached out to a Vontay Devon's lawyer to see what's going on here. But I've been told that her lawyer is out on medical leave. Stay with WRAL as we continue to look through this breaking news scene and try to confirm this situation revolving around the home where a Vontay Devon, the adoptive mother of the missing people, Blake and London Devon. Again, she reported the missing two years after they reported the missing, and we only learned about that just a few months ago. Thanks, Chris. President Joe Biden's student loan forgiveness program has run into another roadblock, a federal judge temporarily barred the education department from allowing additional loan forgiveness. The SAVE program has canceled $5.5 billion in debt for more than 414,000 people. But a pair of judges temporarily blocked further relief after a Republican led effort to halt it. They say President Biden overstepped his authority by using executive order to keep the plan alive. In just a matter of days, a couple of cars have crashed into two triangle area restaurants. One person was taken to the hospital yesterday after a driver crashed through an outdoor dining area in downtown Raleigh. It happened just before seven o'clock on East Martin Street at the Budokai restaurant and the Sky House building there. This is the video taken from the WRA breaking news tracker. A car was in the parking lot beside the restaurant and the driver crashed through the fence around that outdoor dining area. Meantime, Mezcalito restaurant in Durham is back open after a car crashed into it Sunday. The car crashed through the wall into the restaurant's kitchen. No one was hurt. Durham Police say Brandon Lovett was cited for reckless driving. The restaurant reopened before dinner time yesterday after receiving the health department's approval. This is incredible. A crowbar comes crashing onto the windshield of a moving car while it was on I-40. This happened to a WRA employee as she was driving toward Clayton. And a close-up look at the damage shows that the crowbar hit the driver's side right where Diane Hilah was sitting. It was passing 306. I typically get off at 309. And just cruising along and all of a sudden I saw this projectile thing coming at me and I covered my face and said a prayer. She was shaken up by that but thankfully she wasn't hurt. And she's even at work today and I talked with her. Oh we're so glad you're okay Diane. It appears another vehicle on the highway hit the crowbar and sent it into the air, eventually hitting Diane's windshield. And she says she'll have to be responsible for paying for the damages. Super scary there. We're a month away before the opening ceremony. The Paris Olympics send for many events. We'll watch the competition from venues which have been around for years, even a century. It's a big part of how Paris was able to cut its carbon footprint compared to previous Olympics. But those green goals weren't always easy. Chase Kane traveled to Paris to see how they're embracing the past as a way to help our future. Building many new stadium or arena comes at a cost to our planet. So understanding like the long list of things, you know, like the bill of materials of the games was key for us to first of all understand it and then challenge it. The head of Paris 2024's Sustainability explained how they combed through every detail from the number of chairs needed to renting temporary bleachers for iconic locations like the Eiffel Tower. And most importantly, what they chose not to build. Having a conception of which venue you will be used. Do you really need to build a new venue or can you reuse another one? Welcome inside one of only two new venues built for the Olympics. One of the things I noticed is that it's a minimal arena. There's not a lot of extra stuff in here. And one of the things fans will notice first are that these seats are made entirely of recycled plastic. The company who made the seats worked with 50 recyclers to gather 100 tons of plastic which would have otherwise been incinerated creating air pollution. Instead, all that plastic trash became 11,000 seats. The only other new construction was the Olympic Village which becomes permanent housing for thousands after the games. It was built with less concrete, more wood, and rooftop solar to limit its carbon footprint. But it faced pushback from athletes for its exclusion of traditional air conditioning in favor of carbon-free geothermal cooling. We have accepted to take the risk of innovating, of trying new things, showing that we made the math and this should work. Another wave of backlash followed construction of an observation tower on top of a reef into heedy for Olympic surfing. But Paris officials say even that was strategic. Hoping fans choose not to fly there, instead, watching surfing on NBC. Out of all the existing venues, this one has the most history. Even to Manuel Stadium was here a century ago for the 1924 Summer Olympics. It hosted the opening ceremonies, but this summer it's going to host Field Hockey. As cities across France hope to show that what's best for our planet is what you already have. And that's part of the reason LA-28 decided to embrace what they already have, building no new venues. In Paris, I'm national climate reporter Chase Kane. U.S. following suit you saw right there when the Olympics returned to the U.S. in four years Los Angeles Memorial Coliseum will become the first stadium to host Olympic track and field three times, 1932, 1984, and then 2028 coming up. WRAL will bring you coverage of the events and stories that are important to you. You can look for gold medal level coverage from WRAL's Liz McLaughlin beginning July 26th. And happening right now in the WRAL Live Center, this is exciting and see courage. goalkeeper Casey Murphy is heading to the Olympics. She was named to the U.S. Women's National Team roster. This is the first Olympics for Murphy. She is one of two gold keepers on that roster. The 2024 U.S. Olympic women's soccer team will come together for the first time on July 8th in New Jersey. Breaking news, several arrests inside the state legislative building as a group of protesters made their voices heard on childcare funding in North Carolina. You can see in this video just into our newsroom police gave them a warning and then protesters were detained. They're focused hundreds of millions of dollars in federal aid for childcare centers that will come to an end July 1st. Hundreds of centers are at risk of closing down as a result of the 300 million dollar gap. Our NC Capital team is closely monitoring a bill unveiled today that could provide partial funding. It can be hard to cut back on buying things just because we want them. Two questions you should ask yourself to help curb impulse shopping. [Music] Chris, let me go here with another breaking update in the W-R-E-L life center. We have confirmed from Fayetteville Police that a Vonte Devon has been arrested. I want to show you some video from the scene that we got not too long ago. This is again the woman who is the adoptive mother of Blake and London Devon. They were reported missing. By her we received that 911 call a while ago. But she only reported it about two years after they had disappeared. What you're seeing on your screen is again the scene that is unfolding maybe the last 40 minutes and it's still active there right now. We saw at one point again a cat was removed from animal control, possibly another animal. And we also saw a vehicle that was towed from that house there on Buriedell Street in Fayetteville. What this does not say on this press release is what specific charges that a Vonte Devon is facing in this particular case. That is why I have reached out to Fayetteville Police to try to get more specific about this. That is why I've reached out to a Vonte Devon's lawyer to learn more about this. But again as I mentioned maybe in the last 15 minutes a Vonte Devon's lawyer is out on medical leave I was told when I called her office. But the arrest a huge development in a story that Chris has been following for months. Chris, thank you. There's a reason why buying things boosts your mood. When we make a purchase the neurotransmitter Dopamine is released into our brain, making us feel good. But compulsive shopping is a common problem. Ask yourself if you really need this item. How will it add value to your life? Are you buying something to escape negative emotions like anxiety or stress? Compulsive shopping goes hand in hand with emotions and mental health. It's often a way of coping with stress, anxiety and depression. Spending is one way that we can fill the emotional void. Escape from negative emotions and give us a temporary boost of feeling pleasure in our life. Check them out. Take your time. Keyword temporary. If you feel guilty after buying something that is a telltale sign that you've engaged in compulsive shopping. So take a step back, reflect on the decision and consider speaking to a mental health professional about it. As the nation nears the end of Pride Month, President Joe Biden is expected to pardon about 2,000 veterans convicted by the U.S. military under an old law that banned gay sex. Krista Mayo reports the pardons are expected to help LGBTQ+ veterans start receiving benefits. President Joe Biden is set to pardon thousands of veterans convicted under an old military law that banned gay sex. The commander-in-chief issuing a statement Wednesday saying in part, quote, "I'm writing an historic wrong by using my clemency authority to pardon many former service members who were convicted simply for being themselves." Between 1951 and 2013, former Article 125 of the Uniform Code of Military Justice outlawed sex between members of the same gender. President Biden's pardons are expected to impact roughly 2,000 former service members with Biden writing, some of these patriotic Americans were subject to court-martial and have carried the burden of this great injustice for decades. The pardons are expected to help many convicted veterans receive economic and educational benefits that may have been withheld if they were dishonorably discharged from the military because of their sexuality. This move comes as the nation nears the end of Pride Month. It's a time to celebrate and honor the LGBTQ+ community. With President Biden writing in part, quote, "This is about dignity, decency and ensuring the culture of our armed forces reflect the values that make us an exceptional nation." As Krista Mayo reporting, a pardon does not immediately change a person's discharge status, though. Those who receive one will have to apply to a military board of corrections to have their records changed. A woman is sharing her story of survival after she was attacked by a shark in the Gulf of Mexico. A bull shark attacked 19-year-old Demiana Humphrey while she was in the water near Galveston, Texas. She says she started punching the shark as it tried to grab her in its jaws. The shark then swam around her and made its mark. It came after me again, and that's when we believe it actually like clamped onto the top of my hand. And that's when I started punching it again, and then it swam away for good. If I didn't even feel pain, I just looked down and there was a shark on my hand. Humphrey says the shark swam away after biting her. She's undergone surgery to repair four severed tendons, and she still can't feel or move her left wrist or hand. Warm waters on our coast have those sharks on the move towards the north. Elizabeth Garger is out on the W-R weather patio right now. Hard to tell it's not the hottest part of the day out there already, Elizabeth. It's toasty out here. Of course, it is a W-R-E-L weather alert day. We have a heat advisory that's in effect. We already have triple digit heat in a lot of places. It's going to feel like it's already 103 and above in a lot of spots out there this afternoon. You really want to take it easy. It's going to be a really hot day. Let's check in again at where our temperatures and our heat index is. It's 96 right now in the triangle. We're headed to 100, and if it's 96 already, most likely we're going to hit it. We hit 100 on Sunday. This will be the second time this week if we hit that 100 degree mark again. It already feels like 104 in the triangle as well as Southern Pines. It feels like 102 in Goldsboro and 101 in Rocky Mount. We're definitely hitting those numbers that definitely are verifying that heat advisory for today. Take a live look at the gardens. I tell you, the sun keeps coming and going. It's super humid out here. It's a lot more humid than it was yesterday, of course. Yesterday at this point, our dew points had dropped into the 50s and dew points were in the 70s. You can just feel it out here. The sun keeps going behind the clouds, and that's been really nice. I hope that will continue. Speaking of clouds, our next good rain chance comes tomorrow. We'll have a cold front that moves in. That front's going to stall over our area and continue to bring us a chance of some showers and thunderstorms again on Friday. Well, why not the view a little bit? If you've been watching, you may have seen news from places like North Dakota, South Dakota, the Plains, where they've had so much heavy rain. We've had a blocking system over the East Coast. We've been dry, dry, dry. They've been wet, wet, wet. Sometimes it would normally come through, move through there, dump some rain, and then come here and dump some rain. Have been stalled there, just dumping, dumping, dumping rain. We're going to change up the pattern a little bit. We have some showers and thunderstorms along that front that arrives here tomorrow. So finally changing the pattern, a little bit of movement. That brings us some isolated showers and thunderstorms. Here's lunchtime tomorrow. A few stray storms. They get a little bit more intense in our eastern counties around four or five o'clock. And then after that, mainly over, maybe a stray shower or two. And then on Friday, we have the chance, again, of some showers and thunderstorms. It looks a little less likely, a little less oomph with this stalled front across the area for some scattered showers and thunderstorms again on Friday. We could definitely use any rain we could get. So we're looking at about a 50% chance for tomorrow. We do have a level one risk for severe storms mainly along in East of I-95 from, say, Edgecombe County, all the way down through Cumberland and Hoke counties. Damaging winds would be our biggest threat. Keep on watering if you've got vegetables out there because, you know, 50% chance for tomorrow, 40% chance on Sunday is still going to be patchy. We do have the potential to see maybe an inch of rain in our southern counties in the next seven days. Our precipitation outlook not looking great. The week of July 4th, we still have a good chance of below normal precipitation and above normal temperatures. It's going to be really hot over the weekend with mid to upper nineties and heat index may be to the point where we'll have another heat advisory those days. Thanks, Elizabeth.
