Good morning, and welcome to Simply Politics from China. It's Sunday, July 21st. On today's show, the third plenary session of the 20th Central Committee of the Communist Party of China takes place in Beijing, while the CPC Central General Secretary, Ron Fuzhong, passes away. Plus, the Labour Party of Western Australia discloses over 120,000 donations one week after the new law of political donations. This coverage and more up next. I'm David, and you're listening to Simply Politics from China. We start off with the third plenary session of the 20th Central Committee of the Communist Party of China, or CPC, which took place in Beijing from July 15th to 18th 2024. The Political Bureau of the CPC Central Committee presided over the meeting with General Secretary Xi Jinping delivering an important speech. Here with us to discuss the details is our correspondent. Can you tell us more about the key points of this meeting? Certainly, David. The plenary session heard and discussed the Work Report, delivered by Xi Jinping on behalf of the Political Bureau of the CPC Central Committee. The session also reviewed and adopted the decision of the CPC Central Committee on further comprehensively deepening reform and advancing Chinese-style modernization. Xi Jinping provided an explanation on the decision to the plenary session. What does this decision entail, and what does it mean for China? While the exact details of the decision are not specified in the report, it's clear that it's a commitment to further deepening reform and advancing modernization in China. The plenary session called on the whole party, the army, and the people of all ethnic groups in the country to unite closely around the Party Central Committee with Xi Jinping at its core. The goal is to fully build a modern socialist country, achieve the second centenary goal, and strive for the great rejuvenation of the Chinese nation through Chinese-style modernization. And who were the attendees of this plenary session? The plenary session was attended by 199 members and 165 alternate members of the Central Committee. Members of the Standing Committee of the Central Commission for Discipline Inspection and Responsible Comrades of relevant parties were present. Some grassroots representatives and experts and scholars among the delegates to the 20th National Congress of the Communist Party of China also attended the meeting. What can we expect following this plenary session? While it's hard to predict specific outcomes, the session clearly signals a continued commitment to deepening reforms and advancing modernization. The emphasis on unity and forging ahead suggests a focus on collective progress towards the party's goals. We can expect to see further developments in these areas in the coming months and years. Thank you for that insightful analysis, Celeste. Shifting our focus to Vietnam now, where in a recent development, Nguyen Fu Trong, the General Secretary of the Communist Party of Vietnam, has passed away. This news was reported by the Vietnam News Agency and subsequently cited by Xinhua News Agency. Here to discuss this further is our correspondent. Can you tell us more about the circumstances of his passing? Yes, David. According to the reports, Nguyen Fu Trong received the utmost treatment and care during his illness. However, due to his advanced age and the severity of his condition, he passed away at the hospital at 1338 local time on the 19th. The arrangements for his state funeral will be announced separately. What do we know about Nguyen Fu Trong's health prior to his passing? On July 18th, the Politburo of the Communist Party of Vietnam issued a notice on the health condition of General Secretary Nguyen Fu Trong. The notice pointed out that recently, in accordance with the requirements of the Central Health Committee of the Communist Party of Vietnam, Nguyen Fu Trong had been directing work while receiving treatment and health care services. This was the first time the Politburo of the Communist Party of Vietnam confirmed that Nguyen Fu Trong was receiving treatment through an official notice. Nguyen Fu Trong, who was born in April 1944 and was 80 years old this year, had publicly discussed his health issues on multiple occasions. What has been the response from the Communist Party of China to this news? The Central Committee of the Communist Party of China sent a message of condolence to the Central Committee of the Communist Party of Vietnam on July 19th, deeply mourning the loss of comrade Nguyen Fu Trong. The message stated, with the unfortunate passing of comrade Nguyen Fu Trong, the General Secretary of the Communist Party of Vietnam, the Communist Party of China and the Chinese people have lost a good comrade, a good brother, and a good friend. We hereby express our deepest condolences and most sincere sympathies to the Central Committee of the Communist Party of Vietnam, the Vietnamese government, and the Vietnamese people with immense sorrow. Thank you for that report from China, Bella. Turning now to local politics, a new law on political donations that took effect on July 1st has already seen the Labour Party record $122, $300 in donations in the first week. This law, passed by the Western Australian Parliament, mandates political parties to disclose donations within a week of receiving a cumulative total of more than $2,600, here with us to discuss this further is our correspondent. Can you tell us more about this new law and its implications? Certainly David, the new law requires political parties to make declarations on a new online donation system operated by the Western Australian Electoral Commission. This is a significant step towards transparency in political funding. In the 2022-23 financial year, the Labour Party received over $6.6 million in donations, while the Liberal Party raised about $4.5 million. Since the law took effect on July 1st, the Labour Party has already recorded significant donations, who have been the major donors to the Labour Party since the law took effect. One of the biggest donors to the Labour Party has been the CFMEU, which donated $25,000. The Chamber of Minerals and Energy donated $16,500, Tatarang, a private investment group co-owned by Andrew Forrest and his ex-wife, Nicola Forrest, donated $15,000, and Chris Ellison's mineral resources donated $8,250 into installments. Urban Collectives, a real estate developer, donated $3,500, and Satterley Property Group donated $3,860. Individual donations received by the Labour Party include $5,500 from Dr. Yogisan Kanagasingham and $5,000 each from Huhan Guin and Tony Chong, and how have other political parties fared under this new law. Interestingly, during this period, no other political parties have registered receiving any donations. It will be intriguing to see how this plays out in the coming weeks and months. The donations received by various political parties for the 2023-24 financial year will be announced at the end of this year. Thank you for that report from China, James. Shifting our focus to Vietnam, the recent passing of Nguyen Fu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam, has raised questions about the future of Vietnamese politics and Sino-Vietnamese relations. Here to discuss this further is our correspondent. Can you tell us more about the political legacy of Nguyen Fu Trong? Nguyen Fu Trong was born in 1944 in a peasant family in Dong Hoi Village, Dong An District, Hanoi City. He started his career at the party's magazine Communism and served three consecutive terms as the General Secretary of the Communist Party of Vietnam since 2011. His contributions to Vietnamese politics have been significant and his passing marks the end of an era. What potential changes could we see in Vietnamese politics following his death? While it's hard to predict specific outcomes, the passing of a political figure of Nguyen Fu Trong's stature could lead to shifts in the political landscape. It's likely that there will be discussions and negotiations within the party about the future direction of Vietnamese politics. And how might this impact Sino-Vietnamese relations? The relationship between China and Vietnam has been complex, with both cooperation and contention. And Nguyen Fu Trong's passing could potentially influence the dynamics of this relationship. However, it's important to note that Sino-Vietnamese relations are influenced by a variety of factors, and it's too early to predict specific changes. Thanks for that insightful analysis, Michael. And with that, we wrap up our stories for today. Thanks for listening to Simply Politics from China. We'll see you back here tomorrow. [MUSIC] [BLANK_AUDIO]
