This week Fianna Fail councillor Kevin Sheahan proposed a motion calling for drivers who fail a breathalyser test in the early morning to be fined, rather than losing their licence.

Sheahan's motion would have asked the Transport Minister to amend the laws so those slightly over the limit would receive a lesser penalty, However his motion, so far, has failed to receive the necessary backing.
