Tevi Troy with the Bipartisan Policy Center. Biden and his team have been saying that we're making things better, but the American people don't necessarily feel better. Alabama has a new law protecting in vitro fertilization providers from legal liability. Last night, Alabama's governor signed the legislation into law. Researchers say there's evidence that a man who killed 18 people last year had brain injuries. The AP's Donna Warder has this story. Researchers say Robert Carr, the Army reservist, who shot and killed 18 people in Maine, had significant evidence of traumatic brain injuries. Dr. Ann McKee of Boston University's Chronic Traumatic and Cephalopathy Center says an analysis of Carr's brain tissue shows a degeneration in the nerve fibers that allow for communication between different areas of the brain, inflammation, and small blood vessel injury. Carr had been an instructor at an Army hand grenade trading center when it's believed he was exposed to thousands of low-level blasts. In a statement released by Carr's family, Dr. McKee says, "While I cannot say with certainty that these pathological findings underlie Mr. Carr's behavioral changes in the last 10 months of his life based on our previous work, brain injury likely played a role in his symptoms. I'm Donna Warder." Hamas says its delegation has left Cairo and talks on a Gaza cease-fire in hostage release. We'll resume next week. That means it's unlikely the mediators were broke or a deal before the Muslim holy month of Ramadan. This is AP News. The AP said Donna Hugh with the latest on spending bills in Washington. The House has passed a package of spending bills that would avert a partial government shutdown by the end of the week. A significant number of Republicans lined up against these bills. Speaker Mike Johnson says he is being realistic. We're not going to get everything that we want. We want to cut spending. We want to limit the size and scope of the federal government. The reality right now is we have divided government. We have a two-vote majority, one of the smallest in history. Massachusetts Democrat Jim McGovern says Republicans aren't serious. To get anything done, there must be bipartisanship. It has been our votes that have kept the lights on since September. We believe in governing. Lawmakers are negotiating a second package of bills, including defense that would have all federal agencies fully funded before a March 22nd deadline. Ed Donahue, Washington.
