We have much to guess from the beginning of the chapter the legal process for Paul to be handed over to Julius the centurion. Paul rises above all prisoners like Joseph did in the Old Testament. He was taken into the decision making about sailing or wintering in because of his knowledge of the sea. He has become a leader on the ship not a convict chained bound to Rome. There is much to learn from the life of Paul.
