We see Holy Spirit is the leader from divine side of things and Barnabas and Paul were chosen by, lead by, directed by, controlled (filled with Holy Spirit). Firstly, we see government of the Church by the Holy Spirit and people who are set apart by Him are the vessels through whom he flows. We see how Paul confronts Elymas in the power of the Holy Spirit.
