The word of the Lord came to Jonah. When he doesn't obey, the Lord stopped talking to him and began to talk through the wind, storm etc instead. If we want to increase in hearing his voice, we should obey. Please stay tuned to hear how the Lord dealt with Elijah and spoke through a whisper.
