May it in Police Chief Charles Caruso, who's retiring, was honored at last night's Town Council meeting. State Representative Reese Purdle, on behalf of the North Carolina General Assembly, presented him with the Order of the Long Leaf Pine, the highest honor bestowed by the Governor, and Mayor Dwight Lake in Town Council gave him a framed resolution. Caruso spent his entire law enforcement career in May at end, starting as a dispatcher almost 30 years ago, and being named Chief about 15 years ago. Captain Tim Knight, who will be sworn in as Chief at the September Council meeting, asked officers to describe Caruso, "fair, selfless, transparent, compassionate, he cares, incredible leader, worked hard to have the highest paid police department and best equipment." Also last night, there was ongoing discussion about repurposing the former May it in Public Library on 10th Avenue into Town Hall. The Police Department would be expanded at the current Municipal Building downtown. Finance Director Brianna Cardwell is working with the In-Seed Department of Commerce to secure a $45,000 grant for structural drawings of renovation plans. 145,000 is already in the budget. Council agreed to establishing a mediation arrangement with the Madison Rockingham Rescue Squad, Rodney Cade's Emergency Management Director and Western Rockingham Fire Departments, to discuss what Councilwoman Trish Gourd calls "unresolved issues" and reinstating the Rescue Squad dispatch. She wants more transparency. A low bid of $72,000 was awarded to third-gen services in Stonewall to repair rafters and installed a new roof on a brick building at the former Washington Mills site. About 12,000 will be used from the fund ballots, the highest bid 89,000 from Metropolitan Roofing. About $84,000 left over from a state grant will be used to complete a sewer line project on Jackson Street, total cost $685,000. Hooker paving in Spencer will be repaving Walters Jefferson and Madison Street, the municipal parking lot across from Jolly General, approximately $160,000. Fire Chief Dylan Garner is moving forward with hiring a full-time position. Charles Bernard was appointed to the Planning and Zoning Board to fill an unexpired term. Less than one acre of property on South 12th Avenue Extension will be rezoned from R12 to R6 to accommodate single-family homes, owner Steve Ahern, B.S. and J. Builders. There was a presentation on the Madison-Mayed-In Greenway Study, agreement finalized with Black Mountain's software on credit card processing software, and the annual Christmas parade will be December 14th.
