2795: Mobile court brings peace, justice and security in Unity State: Governor Top

Well, the importance of the mobile court is that it fulfills the objective of the rule of law and accountability. As we speak now, a number of cases have been settled, and many people are happy, and it also fulfills the peace itself. The fact that I was telling you that there is a relative calm peace is because everybody is aware of what is happening in regards to the mobile court. The whole community of the state, I have been addressing them sometimes using our local radio. They are informed about what is happening. This is a punishment to them. Even what commits a crime, knows that their faith will be like this, and that is why there is a relative calm peace. That is the importance of this. It brings peace to the people. It brings justice to the people. It brings security to the people. One of the promises that you have to be a killing of citizen is the establishment of the problem of local states. Are there any plan to have a more permanent judicial prison here in the United States? Yes, the plan is ongoing. When I request this mobile court, I request the mobile court together with a permanent high court in the United States. The two requests were made on the same day. Now, because I knew that this permanent court will take some time, given the preparation that I would need to have in the state, goes, I need to make sure that they settle. They are settled here, the permanent court, the high court. Then the chief justice approved the mobile court to take me through. Then when the mobile court finished, then the high court will come. This process is ongoing now, and I believe it will happen. So, what will the priorities of your government in our line in this mobile court? Well, the priorities of my government in regard to the mobile court, as I said, to make sure that the rule of law is implemented. And if that happens, definitely we will have peace and security. We are the most important thing within the United States. These are some of the priorities with regards to the mobile court. It was the absence of a judiciary in the United States to contribute to the incident in the end. It contributes, however, the fact that someone who works in a system must also understand how the system operates. You cannot just walk in a system if you don't consider how this system can be operated, for example. A system in a governance, you need to have a judiciary, you need to have the executive, you need to have the legislation. The three organs are very important for you to run a system, but even one of them is not there. Definitely, you know the vacuum will also play a role in the absence of peace and security. What practice do you of the mobile court can help or change? Just to give you a practical example, recently it has been known by everybody that an old man of 80 years was killed by one of his relatives on the ground of witchcraft. Then one of the commissioners in the United States in one of the counties decided to make it traditionally the way it used to be. Then when I was given an information after I declared that no motor case will be conducted outside the judicial system, when I intervened, the excuse was brought and the settlement ceased. The traditional settlement ceased from there. It has been brought here. Now, as we speak, the man has been centered ten years in prison by this mobile court. And this information is new now to everybody. If I can ten years for him to be here, this is a practical example to the people now. People are aware that anybody who commits a crime of that nation will also face the same fate like this guy. But he has right to appeal to the appeal court because this is considered as a high court. He has right to appeal whatever amendment the appeal can make, that is somewhere. But I believe the appeal also will make a position that is not conflicting too much with the decision of the high court here. This is also one of the practical thing and is one of the priorities also. The child rights is related to sexual violence, the rape cases. These are some of the priorities as well and is one of the practical examples. I also declare that the early marriage of a child is a violation of law. I declare this and it is already in the law. Now, this one is going to be a practical example. It has also been declared, it will help a lot in the area of practicality. And issues related to initiation of the young people because we have this culture in the unity state and the rest of the state, there are cultures that somebody should be initiated to make sure that it is promoted to another level of a main role. I stop this issue to do with taking the teeth of the child is also one of the important issues. These are violations and we consider this as harmful practice to the mankind. One of the problems that we are supporting is about many years. What special message do you have for them? I am really honored and very pleased with the direct rate of the rule of law. This is one of our partners all along. Even when I was in the military justice, people have been hearing about the mobile courts, the military justice. And this issue of mobile court that was happening in the military justice looks like the whole South Sudan has no judiciary except the military justice. That has been preoccupied with the understanding of everybody. This is because of what they have been doing. They have been helping me in the military justice and we have been doing well. Even now as we speak, the mobile courts in the army is ongoing. So when I have been appointed here, I use that opportunity, the relation that I had with them when I was in the military justice, to also help me in the area of civil court and indeed they stood with me. And we are working together, I want to thank them and I believe this will change the situation in unity state. Our relationship will continue and everything will be okay.
