(upbeat music) - Thanks a lot for joining us. It is a Tuesday. So good to be back with you. (upbeat music) You've been up dressed today. And tomorrow we looked into it. We found about 145 in the morning is when some things happened with the computers that made things look like everything was good. And instead it was pulling information from it's memory. So back with you. It's gonna be a good Tuesday. Enjoy it. It's gonna be cool after today. We're gonna talk about that weather forecast coming up in just a few minutes here on KCVL. KC-RK. Well, last week we talked about the city administrator for Chewila resigning that at the city council meeting last Wednesday. They talked about his severance package. It's gonna be just over $27,000. Caruso going to remain a consultant to the city until November 30th. Well, today we hear more of the explanation from the mayor, McCon, on the whole resignation and the reasons that the city council tabled the appointment of the mayor's choice for the interim administrator until the next council meeting. I'm a little concerned that we're jumping so quick. We just, we do know about four weeks, I guess, that it comes up to the table tonight and we expect to make some action on it. So I have some concerns. I don't know how to get a address in the session. So quick, I mean, we just found out basically within the last half now, as council's pleasure. I received June's notice on the front street. There was a bit of a time clock associated with this approach. And I think that, from a legal perspective, this is a hit on the front of the front of the city to tell us, as far as rushing on the front of the city. I don't know if the mayor can address how this was calculated. This was consistent with prior actions by the city. This was consistent with the best practices. Four severance, which is designed to be a tool on a case-by-case basis for anybody, including municipalities. The standard accepted rate is one month salary for every year worked, which is outlined in the agreement. That's a product council. So that's really the precedence and the standard. I can tell you the timing of this. I don't really have an explanation. It's not, which I don't think intent does what I mean. The efforts I had to inform everybody. As soon as I was clear that there was a plan that all of that came together. Really simply quickly, and because of the nature of it, it's totally important to go through council work for the first opportunity. So, you have all had exposure to Larry Federer from his works with Parks and Rec. And also, we've all benefited from his success. I mean, you're doing so. Larry's a trusted friend of the city. He brings 35 years of municipal experience to a city, which is why we've been seeing a product of the House. I can't think of a more qualified individual to show him on an entry basis. While I have the authority to intro, when it comes to hiring the next city administrator, that is our collective decision. So I would make recommendations, and the council would have to approve that. I'm going to take transparency. I wanted to come on the record and help perform. My strongest recommendation is that we do a point, Larry Federer to council, having a vacant seat in the city administrator's spot is not healthy for the city of any measure. We have a proven track record of Larry. He is willing to step into that. And I'll also tell you, in talking to Larry about this, other than the success of our city is not having the vested interest in either outcome other than what's best for the city. So that's what is the internal point that takes you to the end of the year, take advantage of the time that we can have the gym, time working, having, and getting up to speed. I am not having any new grant or contract above the incident before he is what sets up, actually, financial net zero on impact. You're saying that's your own impact, to the city. For his appointment. In case we're going to just put it in the center, it's going to be a public application. So that's what we're doing in the entire engine process. Time, once we decide to pursue and hoping it up for candidacy, we may public anybody would be looking to apply. I would anticipate that that would apply as well. So that is what we want to do. - Is it as council, do we have any privilege as to see this? I guess his application to the fourth order, even. Yes, yes, sir. - I would have a sewer line on you saying work for the city, the city, the city. So we can do a little better about knowing, you know, I don't learn for maybe five meetings and that's all I've ever known, you know, the thought. And I would like to know more about it. - I'm more than happy to share it, doesn't it? - Well, that's why I like to make a motion to table this, with the city, to put a motion that comes from not to table the decision on the process. They truly bring up, we have a second, becomes a little bit more. - No, asking is not here, and we do our research. I think that's what has to be said. - Maybe we're not getting some picks could credentials to us too, before we make this big decision, we were replaced with a whole person for a very important job. - Yeah, we still have more information. I'll just talk to the table and tell our next meeting. - All right, some of that a little bit hard to hear, but the next Chawila City Council meeting is coming up September the 18th. Again, the council opting to table the selection of an interim city manager, until that meeting on the 18th. Mayor McCon, his choice. Now Chawila, they operate under a city administrator type of city. That is a professional appointed by the mayor and the council to oversee the day-to-day operations of a municipality. That rather than a strong mayor form of city government. The city administrators, they report directly to the mayor and the council and provide strategic guidance and implement policy decisions. Comfort and support, just a lift away. - Well, this is one of those stories that, well, what do you do with people like this? There was a high-speed chase on Saturday. It was through Lacey over on the west side. It ended up with a head-on crash. It killed one person, left two others hurt. Thurston County Sheriff's Office. The woman drove on the wrong side of a highway, hit another vehicle. The deputies, they say the woman had all started when this woman had approached several people asking for fentanyl. One person asked her to leave. Well, that's when she got in the car, stepped on the gas of her vehicle and drove toward that person. Minutes later, deputies spotted the vehicle. It had been stolen from King County. Officers say it was dangerously passing other cars in a no-passing zone, wouldn't pull over. Eventually, they deployed spike strips, tried to stop her near Olympia in the city limits. The roadblock didn't work. She went over the spike strips but was driving recklessly into oncoming traffic, then hit another vehicle head-on. Well, the driver and two passengers were injured. One of the passengers did eventually die from that accident. This isn't a youngster. It's a 70-year-old Gina Munya. She was really slightly hurt in that accident taken to the hospital. State troopers booked her into jail after the hospital visit. Thurston County Sheriff's Office says this woman, age 70, 47 previous arrests, four felonies, 23 gross misdemeanors. She also had two misdemeanor convictions, multiple accounts of driving without a license. She had warrants out in Issaquah, Seattle, and Renton for theft and escaping police. 70 years old, seeking fentanyl, numerous convictions, 47 prior arrests. She's gonna have more on her rap sheet now. Washington State Patrol, they'll be doing the investigation of the pursuit and that deadly crash, likely to include second-degree murder charges, two counts of vehicular assault, attempting to elude police and possession of a stolen vehicle, felony hit-and-run second-degree assault, and driving with a suspended license. Now, Portland is a quaint old village that has a World War II museum. It has a castle and not a whole lot has been done. It's a quaint little old town. Now, you go a few miles down the road to Waymouth, England, and there the community has gone all out toward remodeling, refurbishing, repurposing the old three story buildings in the downtown area. They also took a three block wide by about five blocks long and made it entirely pedestrian. Now, a lot of times I would question how wise of an idea that was. This seaside community, it appears to be working pretty well. Now, they have a long ways to go. It has a good mix. It has maybe 20, 25% of the shops are tourist-oriented. You've got your tourist knickknacks and things. The rest of it is a good mix, everything from optometrist to shoe stores, to clothing stores, to a food market, to several pubs and several restaurants. It is about 70% occupied. About 30% of the area still has buildings available for lease. I believe they're for lease, I don't think any were for sale. It did take a look and a good number of homes in the community are for sale. Their tax structure is a little different in England. You are put into a category, an A, B, C, D, and E category. And it's based on what value your property would have had in 1990. Now, if a new construction is done, and there's not a whole lot of new construction, they tax people are going to estimate where which category you should be in. Well, which category you're in, depends on what makes a difference as to what percentage of tax you're going to pay. So obviously you hope that your residence stays in the low classification rather than the high classification. But the property taxes, I never got a real good clear understanding, but it would appear that the properties that are worth under 100,000 pounds, taxes are pretty low. I'm going to say very low. Once you get in the 100,000 to 250,000 pound range, you're moderate taxes, and when you have a nice fancy place above that, you're going to pay taxes. And more taxes than those below you. But quite a community, they have a lot of development and activity right on the sandy shore, and then the downtown area, pretty vibrant, a lot of locals, and I'll swear, about 2/3 of the locals had their little dogs on leashes, dogs were welcome all over town. In fact, a lot of the businesses had water bowls for the dogs out in front of their store. So if you are going to England, it's well worth looking at. Weymouth, England, and Portland, England, which is actually the town that is right near the port, where if you are on a cruise, where you would end up. The world tour continues. We'll be talking with you more. Might take tomorrow off, we'll see. But tomorrow we will. Tomorrow we'll talk a little bit about Australians. Mostly sunny, but only 72 the high on Friday down to 39. 73 Saturday, 71 Sunday. I don't think we'll even get to 70. Probably 69 the high by next Monday and a possibility of some showers.
