AG Garland/DOJ Civil Rights Division Announces Pattern or Practice Investigation of Phoenix Police

Attorney General Merrick Garland and the Civil Rights Division of the Department of Justice announced it is launching a third "pattern or practice" investigation, this one of the Phoenix, AZ, Police Department. This is the third such investigation undertaken by the Biden administration, with the other two being Minneapolis and Louisville. Notably, the DOJ press release announces that it will not only be investigating possible systemic excessive force and racially disparate policing, but it will also investigate how the Phoenix Police treat the homeless population, how they deal with citizens with disabilities and whether they retaliate against citizens for exercising thier 1st Amendment rights. Needless to say, this is a refreshing change from Bill Barr's Department of Justice priorities that involved working to the benefit of Donald Trump's criminal associates like Roger Stone, Mike Flynn, Steve Bannon, Paul Manafort and others.
