In response to COVID-related supply chain problems, two years ago Congress passed the CHIPS 55 Science Act, legislation aimed at boosting domestic semiconductor production through manufacturing subsidies, workforce development, and other investments. Chris Mills Rodrigo, Managing Editor of Inequality.org has a report out showing that much of the $175 billion is not being used to support workers with good paying jobs, but more used for stock buy-backs for corporations. But this can change, Mills Rodrigo says.
