The Jeffrey Epstein Grand Jury Documents (Part 2) (7/2/24)

n February 2024, Florida Governor Ron DeSantis signed HB 117, which allows for the release of grand jury documents from the 2006 investigation of Jeffrey Epstein. This legislation permits the disclosure of grand jury testimony if the subject of the inquiry is deceased, the investigation was about sexual activity with a minor, and the testimony was previously disclosed by a court order.


The bill, effective July 1, 2024, aims to provide transparency and justice for Epstein’s victims by revealing previously sealed grand jury proceedings. This move has been celebrated by victims and advocates as a significant step toward accountability and justice.


Epstein's 2006 investigation involved the Palm Beach Police Department, which had recommended multiple felony charges, including unlawful sexual activity with a minor and lewd or lascivious molestation. However, the State Attorney at the time chose to present the evidence to a grand jury, resulting in the details and names of those involved remaining sealed.

HB 117's passage was supported by two of Epstein's victims, who joined Governor DeSantis in Palm Beach to mark the occasion. Governor DeSantis emphasized that the public deserves to know who participated in Epstein’s sex trafficking and that wealth and status should not protect individuals from facing justice. Representative Peggy Gossett-Seidman also highlighted the significance of this legislation for the victims and the Palm Beach community that suffered from Epstein's actions.

On behalf of the state, Barry Krisscher, state attorney, Palm Beach, Florida, and Lana Belahovelic, and Mary Ann Duggan. Wednesday, July 19th, 2006, Grand Jury Room, Palm Beach County Courthouse, 914 a.m. to 1252 p.m. Witnesses, Joseph Ricari, Gregory Parkinson, and Jensen Ross. And we also have some redacted names, which are the minors, obviously. Beat remembered that the following proceedings were had at the Palm Beach County Courthouse located in the city of West Palm Beach, state of Florida, on Wednesday, July 19th, 2006, beginning at 914 a.m. With appearance as herein before noted, to wit, thereupon. Ms. Duggan, everybody ready? Witness Joseph Ricari, Ms. Duggan, would you raise your right hand? Do you swear or affirm that the testimony you're about to give today will be the truth, the whole truth, and nothing but the truth, so help you God? The witness who is Joseph Ricari, I do. Ms. Duggan, please have a seat. Ricari, thank you, the examination, by Mrs. Bellahovelik. Question, good morning. Answer, good morning. Bellahovelik, Detective Ricari, could you introduce yourself, please? Ricari, my name is Detective Joseph Ricari with the Palm Beach Police Department. Prosecutor, okay, what is your position there? Ricari, I'm a detective in the Special Investigations Unit. Prosecutor, what do you investigate in Special Investigations? Ricari, long-term investigations, financial crimes, white collar crimes, just about any, many kinds of crimes. Prosecutor, okay, ones that are going on for a long period of time, though, usually? Ricari, correct, a long period. Prosecutor, not a murder that happened last night. Ricari, right. Prosecutor, okay, did you become involved in an investigation under case number 0500368? Ricari, that's correct. Prosecutor, when did you become involved in this? Ricari, in September of 2005? Prosecutor, okay, was there another detective investigating this case before then? Ricari, that's correct, her name was Michelle Pagon. Prosecutor, okay, and she at some point turned it over to you. Ricari, correct. Prosecutor, have you familiarized yourself, either speaking with Detective Pagon or going through her reports, as to what was done when she was detective on the case? Ricari, yes I have. Prosecutor, okay, how did this case come to the attention of the Palm Beach Police Department? Ricari, on March 14, 2005, a phone call was received from redacted, who felt that there was a, well, some sexual activity had occurred with her daughter. Prosecutor, okay, and redacted's name is redacted, Ricari, redacted. Prosecutor, okay, and who was her daughter? Ricari, her stepdaughter is redacted. Prosecutor, what did redacted think was going on? Ricari, what had occurred was that redacted had gotten into a fight at redacted school, and subsequent after the fight they discovered 300 bucks in her purse. When questioning the $300, she had told them that she had received it from a man in Palm Beach. Prosecutor, okay, did redacted, also overhear a conversation, where they were talking about sex, that might have accepted money for having sex with the man. Ricari, yes, that's correct. She had some kind of sexual activity with a man in Palm Beach. Prosecutor, and was paid for it, Ricari, correct. Prosecutor, okay, was Detective Pagon, able to find out the circumstances about why the fight occurred. Ricari, it was rumored that she had slept with a man in Palm Beach in, at redacted school. Prosecutor, she being redacted, Ricari, redacted. Question, from the prosecutor, okay, Ricari, correct. Prosecutor, and she heard the rumor that she was a prostitute, and that's what started the fight. Ricari, correct. Prosecutor, who did she have the fight with? Ricari, a girl by the name of redacted. Prosecutor, okay, where the fight occurred at school. Ricari, yes, prosecutor, who actually found the money in redacted's purse. Ricari, the freshman assistant principal. Prosecutor, okay, and how much was in the purse? Ricari, 300. Prosecutor, was Detective Pagon, able to interview redacted. Ricari, yeah? Prosecutor, where did that occur? Ricari, that occurred at the Palm Beach Police Department. Prosecutor, okay, did redacted initially, well, it was redacted initially honest with Detective Pagon. Ricari, originally, she did not tell everything that occurred. It was through a subsequent interview that the further information was developed. Prosecutor, what did redacted tell Detective Pagon initially? Ricari, initially, she said that she had gone to the house with a girl by the name of redacted to pick up money that was owed to her. When she, Detective Pagon further questioned her, she explained that she was taken to the house to provide a massage to a wealthy man in Palm Beach. Prosecutor, okay, so she initially denied that, though, and said there was no act on her part between this man and herself, Ricari, correct. Prosecutor, okay, but she ultimately told them that she went for a massage. Ricari, correct. Prosecutor, to give him a massage, Ricari, correct. Prosecutor, okay, did redacted discuss with Detective Pagon that what redacted had told her about what was going on at the house, like did you know redacted was going to bring you here to do a massage and that you were going to get money? Ricari, yes, prosecutor, what did redacted say, redacted explained to her? Ricari originally let me, if I can read this, originally the first interview was done, I'm sorry at redacted school, she was going to the house to provide the massage. It was offered to her by redacted to provide the massage to this man who was later identified as Jeffrey Epstein. Prosecutor, okay, did redacted admit to Detective Pagon, knowing that redacted work for this man in exchange for doing sexual favors? Ricari, yes. Prosecutor, did she say that she was offered the opportunity to do those and that's why she went there? Ricari, yes. Prosecutor, okay, did Detective Pagon ask redacted if she ever discussed with redacted about letting this man know her age? Ricari, um, it was discussed in the ride over that if, if she was asked her age to say that she was 18. Prosecutor, okay, and redacted and redacted agreed that she was going to do that if asked. Ricari, yes. Prosecutor, okay. Now the prosecutor of Bella Hovlic switches gears. At this point, we're going to ask redacted to testify, okay? You have to answer as you did verbally or you can't shake your head because that won't be recorded in the system that's going on. So you have to say yes or no, you can't shake your head. And one important thing is you're here today before the grand jury and it's a crime to lie to the grand jury. And in our terms we call it perjury, but in regular people's terms it's lying to the grand jury. So there is one important rule here today, you must tell them the truth, 100% the truth. There is cause you cannot, there's no penalty for telling the truth, it's the opposite. If it can be shown proven that you lied to the grand jury, there is a crime of perjury. Do you understand that? Well this happened when I was 14, so bellohovlic, you turned, witness 15 and redacted of that year, bellohovlic and you just turned 16 now, witness, yeah, bellohovlic, okay, so you were just short of 15, witness, aha, bellohovlic, all right, where do you live? Witness I used to date her cousin, bellohovlic, all right, how old's redacted? Witness at the time I think she was 18 or 19 I think, bellohovlic, who was her cousin that you dated? Witness redacted, bellohovlic was redacted going to school at redacted or did you know her from outside school? Witness I knew her from outside the school, bellohovlic, how much contact did you have with redacted? Witness I met her about, well, I met her the night before I went to Jeffrey's house, bellohovlic, okay, tell us about the night when you met redacted. Witness I was with my boyfriend, redacted at my house, and her or his aunt lives like four streets down from mine, so we went to say hi to his aunt and stuff and redacted was there, and I was introduced, bellohovlic, had you met her before that night? Witness I'm at like a family football thing, like they had a family get together for a football game and she was there, bellohovlic, okay, witness but I just said hi to her, bellohovlic, all right, witness like I never knew her like who she was, bellohovlic, not a lot, a lot of conversations, witness yeah, witness again, it was just kind of like hi nice to meet you, bellohovlic, okay, that night you go down there, you meet her, what happens? Witness yeah, and then it was just like kind of like a regular night, and we were just hanging out watching TV, and then like it was like 1130ish or 10 something like that, and she was like what are you doing tomorrow? And I said nothing, and then she was like oh well do you want to make like $200, and I was like yeah sure, and then she was like well you're going to have to like meet my friend Jeffrey Epstein, and he lives in a big humongous mansion, and like he lives on the water and all this stuff, and I was like well that's really cool, and she's like but you have to give him a massage for like 40 minutes, and that's all you have to do, and you get like $200 for it, and it's really easy, and I was like okay like whatever it's just a massage, and then redacted was like, he was wondering what happened, and then we were just told him, and he was like like arguing with redacted, and then him and redacted went to the bathroom for like a couple of minutes to argue, and redacted had like her boyfriend there, so me and him were stuck in like the living room, watching TV, listening to them argue for a couple of minutes, and then they came back, then we went outside and redacted at called Jeffrey on the phone, and Jeffrey's assistant lady, I don't remember her name, she answered the phone, and she said that somebody that could give Jeffrey a massage tomorrow, and the lady asked how old I was, and who I was like what my name was, but redacted said that like I had to be 18, so she told the lady I was 18, and that I went to redacted, and I was a senior in everything, and so the little assistant lady said like okay that's fine come in tomorrow, so then I went home, I, and she's interrupted here by Bella Hovlic, okay let me stop you here, couple of things, witness, okay, alright we're gonna wrap up right here, and in the next episode we're gonna pick up where we left off, and that's with Bella Hovlic asking in the next question, which is, do you know if redacted and redacted were arguing about, all of the information that goes with this episode can be found in the description box.
